Dear Clark Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

I request copies of the following government records concerning the long-term tax exemption (PILOT) for the redevelopment project at 27-33 Westfield Avenue / 26-30 Washington Street, Block 91, Lots
8.01, 10.01 and 36 (applicant 27-29 Westfield Avenue Urban Renewal LLC / 27 Westfield Ave, LLC), authorized in connection with the Block 91 Redevelopment Plan:
1. The complete Application for Long-Term Tax Exemption submitted by the applicant for this project, including all exhibits and attachments.
2. Specifically, the certified Total Project Cost Estimate for the project (the exhibit certified by a qualified architect or engineer — referenced in the Financial Agreement as "Exhibit E").
3. Specifically, the Project Pro-Forma / Fiscal Plan / Statement of Projected Annual Gross Revenue for the project (referenced in the Financial Agreement as "Exhibit H").
4. The executed Financial Agreement between the Township and the applicant (dated on or about May 9, 2025), including all schedules and exhibits attached thereto
