Dear Neptune City Borough,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1. Copy minutes/ emails/ discussion of the sign-off by the Borough Cannabis Advisory Committee and authorized by the Borough's governing body regarding the selection of Ivy Hall and Shipwreck'd LLC approving their license applications/proposals for a cannabis establishment in Neptune City.
2. Copy of the proof that the applicants have or will have lawful possession of the premises proposed form the cannabis establishment.
3. Copy of proof of financial capability of applicants to open and operate the cannabis establishment.
4. In the event there are multiple applicants, proof that the Borough Administrator evaluated all applicants based upon the criteria set in the town ordinance, in particular the applicants proposal for the physical presence of the business, including the site's ability to meet parking regulations.
5. The applicants' environmental impact and sustainability plan.
6. Applicant's demonstrated commitment...to a "local program in collaboration with organizations committed to the well-being of residents."
7. Copies of the notification of award and conditional municipal license necessary to purse a State permit or license for said applicants.
8. Names of the applicants who have resided in the State of NJ for 2 or more years.
9. In the event there are multiple applicants for a license, the Borough Administrator shall evaluate all applicants and issue a notification of the award. Please provide Minutes/email correspondence between the business administrator of Neptune City and any applicants including but not limited to East Coast Cannabis (Ryan Ward) trading as Shipwreck'd LLC and World of Weed (David Berger) trading as Ivy Hall regarding their proposal to establish a Class 5 cannabis dispensary in Neptune City.
