Trap-Neuter-Return Program Documentation
Dear Piscataway Township,
If your municipality does not support or have a program for Trap-Neuter-Return ("TNR") of feral cats, please state as much to close the request for the following records; otherwise, please provide:
1. Copy of current municipal agreement with TNR vendor; if TNR is provided by municipal manpower, please indicate by whom.
2. Written protocol and procedures for implementation of the TNR program and how residents are to access TNR services
3. Copy of budget/ledger showing funds allocated and spent on the TNR program for years 2022 and 2023 (as applicable).

Good Afternoon,
Your OPRA request requires additional time beyond the seven (7)
business days. OPRA allows custodians to seek extensions of time pursuant
to N.J.S.A. 47:1A-5.i. Specifically, OPRA states that, “the requestor
shall be advised by the custodian when the record can be made available.
If the record is not made available by that time, access shall be deemed
denied.”
Your request requires an extension of time until Monday, April 24th.

Dear Kelly:
Thank you for responding; however, the animal control contract and ledger sent are not the records I requested. I am seeking records related to Trap-Neuter-Return, which would include standard operating procedures and any contracts specifically for TNR, not regular state-mandated animal control. TNR programs are not required by the state but some towns elect to have varying degrees of funded and unfunded TNR help which is what I am researching.
If Piscataway does not have a municipal TNR program, these documents would not exist and your confirmation of that will close the request.
The purpose of the request is simply to have accurate information when residents call to ask our rescue if their towns will do TNR for them or fund TNR. If no program exists in their towns, we inform them of that and offer them assistance with equipment and funding of spay/neuter. Hopefully this results in people being better informed about their towns' ordinances and services.
Of course, I appreciate your response and hope that this clarifies my request.

Good Afternoon,
The documents provided are all the documents, policies and procedures that the Township has in regard to your request. As you can see by the Ledger provided, the Township does do TNR as part of the services that Edison provides to Piscataway under the Shared Services Agreement that was also provided. There are no standard operating procedures by the Township of Piscataway nor any contracts specifically only for Trap Neuter and Return. This confirms that your request is now closed.
