The document provided is the only document we have in our possession that is responsive to your request. We do not maintain bid sheets in the format requested and OPRA provides that we are not required to create documents in order to respond to requests. (Custodians are not required to conduct research or create new records in response to an OPRA request. MAG Entm't, LLC v. Div. of Alcohol Beverage Control, 375 N.J. Super. 534 (App. Div. 2005)).
