Your OPRA request seeks the following:

The Borough conducted a good-faith search and is producing the records
marked S0001-S0115 that it identified as responsive to your first request.
The table below identified the records that are being denied and that are
responsive to your request, as well as the legal basis for the denial, as
required by N.J.S.A. § 47:1A-6.

Please be advised that item 2 of your request is invalid as overly broad
pursuant to N.J.S.A. 47:1A-5(g) (providing that a records custodian shall
not be required to search for responsive communications if the request
fails to identify the specific accounts, a specific subject matter, and a
reasonable time period for the search). Here, your request for records
over a four-year time period does not constitute a reasonable timeframe. 
As such, your second request fails to comport with OPRA’s specificity
requirements.

Moreover, please be advised that a citizen’s veteran status is not subject
to public access under N.J.S.A. 47:1A-9 (providing that an exemption from
public access set forth by any federal law or regulation prohibits public
access under OPRA) as an individual’s “military status” is classified as a
confidential person identifier which is not subject to public access
under N.J. Ct. R. 1:38-7. Therefore, the Borough is legally precluded from

The Borough of Spotswood received your Open Public Records Act
(OPRA) request on March 13, 2026. As such, the seven (7) business
day deadline to respond to your request is March 24th, 2026.

Your OPRA request sought access to the following:
“I would like a copy of all opra requests from January 1, 2026
through March
1, 2026
I would like a copy of all applications for the 100% disabled
veteran tax
exemption from January 1, 2022 through March 1, 2026”

Your request requires additional time beyond the seven (7)
business days to fulfill with the Tax Assessor. OPRA allows
custodians to seek extensions of time pursuant to N.J.S.A.
47:1A-5.i. Specifically, OPRA states that, “the requestor shall be
advised by the custodian when the record can be made available. If
the record is not made available by that time, access shall be
deemed denied.”

Your request requires an extension of time until April 2, 2026.
