I don't know about my being the best, but I certainly know I try hard!
OK - so you used OPRA machine and while I think they are mostly
correct there is something that they have left out of the assertion that
you do not have to fill out the official form we have (found at

Namely, everything that is required on the form (which, by the way, the
State of NJ now creates for the Municipalities), must be on your
submission.
Failure to complete your submission in full may result in the denial of
your request.
Commercial entities will be required to certify to the commercial use of
requested records upon submission of the OPRA request. N.J.S.A.
47:1A-5(f).
“Commercial purpose” means the direct or indirect use of any part of a
government record for sale, resale, solicitation, rent, or lease of a
service, or any use by which the user expects a profit either through
commission, salary, or fee.

• Intentional failure to certify results in a civil penalty as outlined
in N.J.S.A. 47:1A-11.

So, for now I am, by legal precept, denying the request you submitted
until it contains the
information which is required on the official form. If you  need my help,
just give a shout out.
