Dear Mr. Kim:
After further review, we must deny your request for the purchase order history
of the police department from 2012 through 2019 because this request is overly broad.
According to the rulings of the Government Records Council and the Appellate Division,
this is not an appropriate Open Public Records Act Request.
OPRA requests must be for specific, identifiable records.
The requestor cannot require that the records custodian conduct research to find all
records on a topic as you describe.
