Loitering complaints and Special Forms of Complaint. (20220820-3.txt)
Dear Ms. Pinto:
Please accept this as my request for government records under both OPRA and the common law right of access. Thank you very much for your commitment to transparent government.
BACKGROUND:
I am interested to know if and how often Runnemede Police cite people for violating N.J.S.A. 2C:33-2.1 (loitering intent to buy or sell a controlled dangerous substance) and N.J.S.A. 2C:34-1.1 (Loitering for the purpose of engaging in prostitution). I am also interested in sampling the charges that are being brought by Runnemede officers when they issue complaints for non-indictable offenses made on the Special Form of Complaint and Summons (See NJ Court Rules R.3:2-2.).
RECORDS REQUESTED:
1. All Complaint-Summons (CDR-1) forms issued by Runnemede Police between March 1, 2022 and July 31, 2022 for violations of N.J.S.A. 2C:33-2.1 or N.J.S.A. 2C:34-1.1 or any of the subsections within those statutes. (See, Simmons v. Mercado, 247 N.J. 24 (2021))
2. All Complaint-Warrant (CDR-2) forms issued by Runnemede Police between March 1, 2022 and July 31, 2022 for violations of N.J.S.A. 2C:33-2.1 or N.J.S.A. 2C:34-1.1 or any of the subsections within those statutes.
3. The five most recent "Special Forms of Complaint and Summons" issued by Patrolman Kevin Corcoran.
4. The five most recent "Special Forms of Complaint and Summons" issued by Patrolman Bryan Murray.
5. The five most recent "Special Forms of Complaint and Summons" issued by Patrolman Jeffrey Wooton.
I have forwarded your request to our Police Department. Joyce

See my 08/29/22 OPRA request to Runnemede which asks for the seven of the same records again but this time with more legibility and with additional information and context.
