Dear Ms. Gilmore,
Thank you for the records you provided on May 30. I have reviewed them and see that the oldest bill from the firm dates to 4/11/2007. Be advised the firm has indicated they worked for Harrison Housing Authority since 2003. Can you confirm if there are any bills from 2003-2006, and/or any additional bills from 2007 that were not itemized in the records provided? Thanks very much for your assistance.
Yours sincerely,
Charlie Kratovil

Subject: Re: OPRA Request
Hello Ms. Gilmore,
As I indicated, I do not wish to pay a special service charge, which is
why I dramatically narrowed the scope of my original request. There is
simply not an "extraordinary expenditure of time and effort" required to
produce the 24 pages of bills requested, and I suspect that they do not
require "significant redaction" because only the portions which are truly
privileged or confidential can be redacted legally. I highly doubt there
is privileged/confidential information on every single one of the 24 pages
requested, but even if that is the case, 1.2 hours is simply not an
"extraordinary" amount of time.
I respectfully decline to pay the special service charge. Please produce
the records immediately or I will be forced to file litigation challenging
this as a violation of the Open Public Records Act.
Sincerely,
Charles Kratovil
