Per your OPRA request, below is the only email I was able to find that is
responsive to your request. I previously provided you with one of the
attachments to the email. The other letter is attached here. It is
redacted pursuant to N.J.S.A. 47:1A-10 and Libertarians for Transparent
Government v. Ocean County Prosecutor’s Office, 2018 N.J. Super. Unpub.
LEXIS 25, 2018 WL 286747.
With regard to your request for benefit expenses, I would need more
information such as the type of document, type of benefit or any other
information you can provide to me so that I know what you are seeking. For
example, are you looking for how much the employee paid in medical
expenses, dental? How much the Township pays for medical, dental? Are you
referring to social security? Pension?
Lastly, a request for “any and all” records is not a valid OPRA request.
A proper request under OPRA must identify with reasonable clarity those
documents that are desired. As per Appellate Court Division decision
Elizabeth Mason v. Hoboken - Docket No. A-0508-06T5, specificity is
required for a proper OPRA request. The court noted that OPRA was not
intended to be used as a fishing expedition or as a research tool to
compile unknown documents and that a person must know which records he or
she wants and ask for those specific documents. I have provided you with
the records that I am aware of. If these are not the records you are
seeking, then please be more specific with your request, and include dates
or any other document details and I’d be happy to search the records
again.

morning, along with a personal letter to you with an explanation. I gave
these letters to Jodi this morning, but she indicated she wouldn't be
seeing you for some time.
