IT Dept. and they recommend the following:
1) please click on original provided link sent to you via email
2) look for and click on the download button (which will likely appear in
the upper left corner of your screen). The file we sent is a .pdf. If
you would like to view the .pdf using Adobe Acrobat Reader you will need
to download the Adobe program first. (available online at following link

3) go to your download folder and open the pdf file to view.

Dear Mr. Duff: regarding your questioning of my originally provided
redacted OPRA No. 23-0548 (exemption/redacted-Part C) emails, please be
advised it was solely my intent to practice due diligence and to redact
said records according to OPRA law regulations. After further extensive
review and attorney consultation, please see attached (same Part C)
revised redacted record(s)*
* said revised redactions are in accordance with the previously provided
OPRA exemptions list emailed to you on 9/29/23 -except for “RE_Revised
Agenda 9-5-23.pdf & Re_Special meeting.pdf records which are now totally
un-redacted.

Mr. Duff, I am sorry to hear you are having difficulties opening the
provided records. We did check the operation of the disc before providing
same to you, and it functioned properly. I have spoken to our IT Dept,
and they have advised that you should not be experiencing any issues, and
should be able to open the .pdf files using Adobe Acrobat Reader on either
a pc or mac platform. Therefore, we respectfully request that you please
try the below steps after inserting and opening the cd.
Step One: double-click on the 23-0548_Part B(4) .pdf file icon
Step Two: double-click on the Exchange (194) icon
Step Three: all 194 pdf files list should appear -

Mr. Duff: on 10/13/23 you received copies of 19 (pdf) email records in
response to your OPRA request 23-0548_(Part C). On 10/16/23 you disputed
the redaction of the email addresses & subject lines (see below email).
Please note, out of the total 19 email records provided, only: 1 had both
email address and subject line redacted, only 1 had solely email address
redacted, and only 4 had solely redacted subject lines.
The 1 record which had both email address and subject line redacted was
entitled “ Fw_[External]Fwd_Letters for STUDENT NAME_Redacted “ . . .
Note: this record remains redacted as originally provided pursuant to
N.J.S.A. 47:1A-1 (Privacy Interest) statute.
The 1 record which had solely email address redacted was entitled
“[External}RE_Housing need inquiry(1)_Redacted.pdf. . . Note: this pdf is
attached and has been only un-redacted per your request to show cc: email
address and content to cc: addressee (Malikah Morris)
Regarding the remaining four (4) emails whose subject lines were redacted,
I have just received verification from our police department and further
consultation with our attorney that the four (4) email's subject lines can
be un-redacted and provided as they will not impact the current ongoing
investigation. See attached four pdfs accordingly.
