Complete information to explain why LOSAP account is frozen by State of NJ
Dear Buena Borough Fire District #2,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Any and all meeting minutes, emails, documentation concerning the freezing of the Fire District #2's LOSAP account to include but not limited to the following:
*Commissioner meeting minute notes and point schedule from October 2003
*February Public Notice and Ballot for all LOSAP increases
* LOSAP point ammendment effective January 2004
* LOSAP resolution and point amendment, 2009
* The current LOSAP point structure.
I am also requesting a list of Fire District #2 members and commissioners who have received LOSAP payments during the years 2020, 2019, 2018, 2017 and 2016.

2017 - FRANK LUPPERGER
2018 - ROBERT DELIBERIS
2019 - NONE
2020 - NONE

Three (3) firefighters/members did receive LOSAP payments from Lincoln Financial:
Justin Pineda in 2016
Frank Lupperger in 2017
Rob Delibris in 2018
No other firefighters/members or commissioners received a LOSAP payment during this time.
We realize that you are well within your rights making as many OPRA requests as you desire. I can assure you that we will release any and all information upon request that we can legally release. Please understand that we reserve the right to have all requests screened by our attorney prior to their release. Where an OPRA request is received and information must be reviewed and compiled in order to respond to the request, it is not inappropriate to charge an administrative fee.

Dear Minotola Fire Commissioners,
Thank you for sending the partial requested information. I am still requesting all meeting minutes, notes, emails and any other documentation as to why the Minotola Fire Company LOSAP account/system is frozen by the Attorney General's office. Please send all information within the proper time frame as documented in the OPRA laws. Also there are no fees for electronic responses.
