Dear Oakland Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Please provide the following government records concerning The Anzilotti Group, Robert Anzilotti, and Resolution No. 26-234:
1. The complete proposal referenced in Resolution No. 26-234, including all attachments, appendices, scope(s) of work, statements of work, fee schedules, project timelines, deliverables, reporting requirements, and access provisions.
2. Every version of the proposal received by the Borough during the requested time period, including any revised, updated, re-dated, or resubmitted versions.
3. Any proposed or executed contract, Extraordinary Unspecifiable Services (EUS) agreement, professional services agreement, engagement letter, memorandum of understanding, statement of work, amendment, or other agreement with The Anzilotti Group.
4. Resolution No. 26-234, together with every attachment, exhibit, or document incorporated by reference into the resolution.
5. Any purchase order, requisition, certification of available funds, budget certification, budget transfer, voucher, invoice, payment request, bill, check request, or other payment record relating to the proposed engagement.
6. Any procurement records submitted by or concerning The Anzilotti Group, including vendor registration documents, W-9 forms, Business Registration Certificates, certificates of insurance, political contribution disclosures, business entity disclosures, pay-to-play compliance documents, fair and open or non-fair and open procurement documentation, and any similar procurement records.
7. Any existing vendor evaluation, due diligence memorandum, reference check, comparison document, written recommendation, client list, or other record created or received by the Borough relating to the selection or evaluation of The Anzilotti Group.
8. Any existing records identifying the anticipated consulting team members, duration of the engagement, expected work schedule, anticipated presence at police headquarters, requested office or workspace, requested building or key-card access, requested records or computer access, anticipated interviews, reporting process, or intended recipients of interim or final reports.
If any responsive record or portion of a record is withheld or redacted, please identify the record or category of records withheld and state the specific statutory exemption, privilege, or other legal basis relied upon.

Dear Mr. James:
The Borough of Oakland received your request under the Open Public Records
Act and the common law right of access concerning The Anzilotti Group,
Robert Anzilotti, and Resolution No. 26-234.
Please be advised that Resolution No. 26-234 was introduced at the July
14, 2026 Mayor and Council meeting. However, no motion was made to
consider the resolution for adoption. Accordingly, the resolution was not
adopted, no contract was authorized, and no engagement was awarded to The
Anzilotti Group.
Attached are the following responsive records:
The proposal submitted by The Anzilotti Group;
Proposed Resolution No. 26-234; and
Political Disclosure, Business disclosure
Following a search of the Borough’s records, no additional or revised
versions of the proposal were located. Additionally, no executed contract,
agreement, purchase order, voucher, invoice, payment record, project
schedule, reporting document, access authorization, or other record
reflecting an authorized engagement was located.
Any protected personal identifying, proprietary, or security-related
information appearing in the attached records has been redacted pursuant
to N.J.S.A. 47:1A-1.1. The specific basis for each redaction is identified
on the applicable record.
Because the resolution was not adopted and no engagement was authorized,
records concerning an executed agreement, payment, work schedule, building
access, records access, interviews, or reporting process do not exist.
OPRA does not require a public agency to create records that were not
made, maintained, kept on file, or received in the course of official
business.
This request is deemed fulfilled and closed.
