Dear Burlington County,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

All records reflecting aggregate circulation counts organized by title, branch location, material format, and borrower home branch for the Burlington County Library System for the calendar years January 1, 2024 through December 31, 2025.

Specifically, I am requesting data in the following or equivalent format: title, author, ISBN/item identifier, branch location where item was checked out, borrower's home branch, material format (e.g., physical book, e-book, audiobook, downloadable audiobook, DVD, magazine, or other format as categorized in your system), and total checkout count for the specified period. If this data is maintained in a structured format such as a spreadsheet or database export, please provide it in that format (CSV or Excel preferred) per OPRA's requirement that agencies provide records in the medium requested if already maintained in that medium.

This request explicitly excludes any data that identifies individual library patrons, consistent with the patron privacy protections under N.J.S.A. 47:1A-1. I am requesting only anonymized, aggregate circulation statistics. Borrower home branch should be provided only as a branch name or code — no patron-level identifiers, card numbers, or any other data field that could identify an individual.

If any portion of this request is denied, please provide a specific legal basis for each denial and produce all non-exempt responsive records. If you determine that responsive records require custom programming or do not exist in the requested format, please notify me and describe what related records do exist so that I may narrow or amend my request accordingly.
