2025 Engineering Services
Dear Town of Dover,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Copies of 2025 Responses to Engineering Services RFP\RFQ
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,

Good Afternoon,
You submitted an Open Public Records Act (OPRA) Request Form to the Town of Dover which was received by the Municipal Clerk on 11/18/2025. Pursuant to the Act, the Town has 7 business days, beginning the day after receipt of the request by the Records Custodian, within which to respond. As such, the seven (7) business day deadline to respond to your request was 12/1/2025. Please accept this email as the Town’s response to your request.
Your request sought access to the following:
• Copies of 2025 Responses to Engineering Services RFP\RFQ
Please be advised, your request requires an additional extension beyond the seven (7) business days to fulfill. See Scheeler v. N.J. The Town anticipates that records readily identified as responsive to your request, with any necessary redactions, will be available to you by close of business on Monday, December 8, 2025.
An extension was requested until 12/23/25. Please accept this email as the Town’s response to your request.
Your request sought access to the following:
• Copies of 2025 Responses to Engineering Services RFP\RFQ
I previously sent you two emails. Please disregard. The files were too large. Due to the size, I have created a Dropbox link for you. https://www.dropbox.com/scl/fo/44semnr2x...
There are no other records responsive to your OPRA Request. This request is now deemed complete and closed.

Please be advised, your request requires an additional extension beyond the seven (7) business days to fulfill as I am having difficulty locating all the files. The Town utilized an online system last year and both the QPA and Business Administrator are no longer with the Town. See Scheeler v. N.J. Dep’t of Educ., GRC Complaint No. 2014-123 (Feb. 2016) (validating extension under N.J.S.A. 47:1A-5(g) and N.J.S.A. 47:1A-5(i) where custodian provided written response within seven (7) business days and provided specific date when records would be ready). The Town anticipates that records readily identified as responsive to your request, with any necessary redactions, will be available to you by close of business on Monday, December 22, 2025. However, if I am able to locate all the files before then, I will gladly provide them to you. Thank you for your understanding and patience.
Thank you,
