All emails, txt messages, mobile messages, meeting notes, and outlook calendar entries regarding the issue of discolored water from 5/15/2019-6/4/2019.

This email is to acknowledge receipt of your OPRA request dated and
received via email on 6/4/2019. This response is being provided on the
same day that your request was received.
Please be advised, your request for “all email, text messages...regarding
water quality" and “all email, text messages...regarding discolored water"
is considered too vague under the OPRA Statute.
According to the Government Records Council publication, “A Citizen’s
Guide to the Open Public Records Act,” OPRA requests must be
specific: Requestors must be as specific as possible when requesting
records. For example, requestors must identify types of records, dates,
parties to correspondence, subject matter, etc. However, requestors may
not know the names of certain records. The spirit of OPRA implies that
custodians assist requestors with identifying the records they are
seeking, although a custodian’s failure to do so is not a violation of
OPRA.
While you have identified type of records, date range and subject matter,
you will also need to identify the parties to the correspondence for the
record(s) you are seeking.
Please resubmit your request with the parties to the correspondence for
the records you are seeking.
This will close this OPRA Request.
