Dear New Jersey Department of Community Affairs, Division of Sandy Recovery,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
I am requesting updated records relating to the RREM grant program. Specifically I am interested in how many people were in the program at the time the Sandy Bill forbearance bill passed in Febraruy 2017 and how many of the grant applicants received a certificate of forbearance from the DCA at that time and how many certificates of forbearance remain in place as of today AUGUST 26, 2021. The last request was made in 2017. I am seeking updated records of the original request to see the status of the RREM Grant recipients from the inception of the RREM grant program through the current date.
I am requesting any and all updated SIROMS system reports as it relates to the above request.
I am interested in finding out if some potential grant recipients lost their forbearance because of a court order or a bankruptcy or some other circumstance and how many certificates of forbearance were removed because the recipient recieved a Certificate of Occupancy from the RREM Grant being completed versus the RREM grant going unused.

Additionally I am requesting any SIROMS quarterly reports and monthly summary reports for the same time frame (roughly 2017 to 2021).

I am interested in any updated Navigant Consulting reports on the DCA Housing programs. The last published on the NJ Treasury Oversight website (last report from Navigant as of today was for 4th quarter of 2017 and published in January 2018).

Thank you for your prompt attention to this matter.

Kind Regards,
Mary Lisa

Dear OPRA DRM [DCA],
Thank you Ms. Neda Hartman for your efforts. I really appreciate it.

That said, I think there are 424 addresses missing from the original March 2020 response. In March 2020 I asked for all the addresses in the RREM grant program as of February 2017. I got an excel spread sheet with 7,635 addresses (one cell was used for titles of each column).

In your responses to my September 2021 request I received 3 spread sheets. One listed all the completed or pre construction RREM grants which minus 2 cells for the titling of the columns came out to 7,049 addresses. The second spreadsheet had 162 addresses showing the total number of withdrawn applications since the March 2020 response. If I subtract 7,049 addresses from the original 7635 addresses I get 586 addresses. If I then net out the 162 withdrawn addresses I get a total of 424 missing addresses from the original response from March 2020. I'd like a list of those addresses on a separate spreadsheet as I was asking for an update on all the addresses from the original request.

Thank you for your attention to this request.

Kind Regards,
Mary Lisa

Good afternoon, Mary Lisa:

In response to your below OPRA request, the Division of Disaster Recovery
and Mitigation (“Division”) has provided the attached Excel spreadsheet
with an updated status of the 7,635 RREM files that were originally funded
as of 2/10/2017. To simplify the process, the Division has added two new
columns to the end of the spreadsheet to show the updated status as of
9/22/2021 which accounts for the entire population of files (funded and
unfunded).

This concludes the Division’s response to your OPRA request.
