Trap-Neuter-Return Program Documentation
Dear Sayreville Borough,
If your municipality does not support or have a program for Trap-Neuter-Return ("TNR") of feral cats, please state as much to close the request for the following records; otherwise, please provide:
1. Copy of current municipal agreement with TNR vendor; if TNR is provided by municipal manpower, please indicate by whom.
2. Written protocol and procedures for implementation of the TNR program and how residents are to access TNR services
3. Copy of budget/ledger showing funds allocated and spent on the TNR program for years 2022 and 2023 (as applicable).

Dear Ms. O'Leary,
Thank you for the response and sending a copy of the ordinance establishing the TNR program and its objectives.
However, my request is actually for any documentation of how the program is implemented, i.e. the written protocol for how the ordinance is carried out. For example, ordinance #29-22 requires that the colony is registered; I am seeking the document that explains the procedure for registering a colony if it exists.
It would also include the "Borough agreement" with Sayreville's animal control provider referenced in Item C(3) of ordinance #29-22 that establishes TNR responsibilities of the animal control provider.
Our organization gets many calls about townships' TNR programs and we attempt to provide them accurate information on how they are to access or request the services, if available. At a minimum, we also include ordinances, so thank you again for providing that copy. Please let me know if I should open a new OPRA request or the clarification above is sufficient.
