Traffic control deployment records on January 8, 2026
Dear Holmdel Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
For the traffic signal outages occurring on January 8, 2026 between 12PM and 5PM please provide:
1. Any records reflecting the deployment of temporary traffic control at any affected intersection, including but not limited to:
– Daily traffic control logs
– Flagger assignment sheets
– Contractor daily reports
– Work zone inspection reports
– Field supervisor reports
– Invoices or billing records for traffic control services
2. Records identifying which intersections, if any, received temporary traffic control during the outage period and which did not.
3. The name of the entity or contractor responsible for traffic control during the outage period.
My preferred delivery method for response(s) to this request is by PDF E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Kai Collins

Dear Wendy,
I think that it's easier for everyone if I use the email you gave me yesterday to make the requests. This website is very hard to navigate and to follow. I have submitted this way instead.
Thank you for your help.
Kai Collins
Good afternoon,
In response to your OPRA request dated January 12, 2026.

This is a complete response to the above-referenced OPRA request, and
