Toms River Animal Shelter
Dear Ocean County Health Department,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.

I am requesting a copy of any and all communication with the Township of Toms River or its representatives since 3/1/24 regarding the Toms River Animal Shelter. This shall include any such agreements or memoradums.

After a thorough review of our records our IT department has determined
that the following emails exist between the Ocean County Health Department
and the Township of Toms River regarding the Toms River Animal Shelter for
the period covering 3/1/24 to the present date.
Additionally, attached please find a resolution regarding a lease
agreement.

So no communication occurred between the township and the county prior to the drafting of a lease agreement? Doesn't that appear odd? Please check your records again, as how would either party communicate regarding terms etc.

Good afternoon,
I was not personally involved in the process, but I would assume that limited email records means that most communication between the offices would have been done over the phone or in person meetings that would not have had written accounts available.
