Dear Ms. Winkler,

I received the letter by Mr. Paravecchia and I am disappointed that he is attempting to deny my records request. I apologize if the request was unclear. I will spell it out more clearly for your office to address:

1) Your agency is required to follow the Attorney General's Law Enforcement Directives, including #2024-14
2) The aforementioned directive relates to the Internal Affairs Policies & Procedures (IAPP)
3) Per that directive, Section 9.11 of the IAPP requires the publication of two public reports on an annual basis to your website.
4) My OPRA and common law request was simply asking you provide the public reports to me, or direct me to the location where they can be found on your website.
5) In the interests of clarity, I provided a link to Attorney General Law Enforcement Directive #2024-14 within my request - please pay special attention to the revised Section 9.11 of the IAPP: https://www.nj.gov/oag/dcj/agguide/direc...

Instead of providing the reports, or directing me to the location where they can be found on your website, Mr. Paravecchia apparently drafted a three-page letter denying my request.

I believe that the HCPO has wrongfully denied my request, and I respectfully ask your office to reconsider this denial, and fulfill the request by providing the reports or directing me to the location(s) where they can be found on your website. Feel free to contact me if you need further clarification.

Yours sincerely,

Charlie Kratovil
