I have forwarded your request to our Engineering Department and they are not familiar with a document called "Street Data Master File Cards". I also check with our Tax Assessor and they too are unfamiliar with that document.
Can you please clarify the specific government record you are referring to?

Hi Ms. Larney,
From the NJ State records retention schedule page for Municipal Engineering Departments available here:
https://www.nj.gov/treasury/revenue/rms/... if you look at the final page (5 of 5) it states this:
Record Series # 0024-0000 Street Data Master File Card, which states those records are to be retained permanently by the agency (in this case the Brick Engineering Department): "Includes all relevant information about a street, measurements, and traffic volume."

I double checked with our Municipal Engineer, Elissa Commins. And she reiterated that we do not have such records.
The purpose of the state retention schedule it to regulate how long a government agency must keep the documents in their possession. It does not mean that every government agency must have all the documents on the retention schedule. So yes, if we had a " Street Data Master File Card" we would be required to keep it permanently. It does not however, mean we had to have that record to being with.
Therefore, no such record exists in response to your OPRA request.
