In response to your Open Public Records Act (OPRA) submission received on April 6, 2026, requesting “ALL invoices for all fire extinguisher, kitchen fire suppression and fire alarm services from 2020 to present” please be advised that this request is being denied as overly broad. Specifically, according to the following case law, if an Open Public Records Act (“OPRA”) request does not name specifically identifiable records or is overly broad, a custodian may deny access pursuant to the following court decisions: MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J. Super 534 (App. Div. 2005), Bent v. Stafford Police Department, 381 N.J. Super. 30 (App. Div. 2005), New Jersey Builders Association v. New Jersey Council on Affordable Housing, 390 N.J. Super. 166 (App. Div. 2007), and Schuler v. Borough of Bloomsbury, GRC Complaint No. 2007-151 (February 2009). Additionally, pursuant to “OPRA,” a custodian is only obligated to search his/her files to find the identifiable government records listed in an OPRA request. A custodian is not required to research his/her files to figure out which records, if any, might be responsive to a broad and unclear OPRA request. See Donato v. Township of Union, GRC Complaint No. 2005-182. The Borough document system does not have the capability to search by product category, such as fire extinguishers or fire suppression systems, and would require an excessive number of hours to research all invoices during this time period (2020-2026) to determine if there are any responsive documents.

If you wish to clarify your request by providing the vendor names, please forward the information and we will gladly process your request. However, in the absence of any such clarification, please consider this request denied.
