Dear Oradell Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Copies of ALL invoices for all fire extinguisher, kitchen fire suppression and fire alarm services from 2020 to present

We are in receipt of your OPRA.
In response, this request is overly broad, vague and fails to identify specific government records. Under OPRA, custodians are required to disclose only identifiable government records. OPRA does not require custodians to research files to discern which records may be responsive to a request. It does not allow open-ended searches of an agency’s files. See MAG Entm’t, LLC v. Division of Alcohol Beverage Control, 375 N.J. Super. 534 (App. Div. 2005); Bent v. Township of Stafford, 381 N.J. Super. 30 (App. Div. 2005); N.J. Builders Ass’n v. N.J. Council on Affordable Housing, 390 N.J. Super. 166, 179 (App. Div. 2007); and Rivera v. City of Passaic, GRC Complaint No. 2011-214 (July 31, 2012). A custodian is not required to fulfill an OPRA request if they determine “. . . that the request would require research and the collection of information from the contents of government records and the creation of new government records setting forth that research and information.” N.J.S.A. 47:1A-5(g). As such your request is an invalid OPRA request and is denied. If you wish to clarify your request by providing specific records (vendor, transaction, date...) you are seeking, please do so.
