I AM NOT seeking records in connection with a legal proceeding.

Opra, Union County Clerk

Dear Mr. Michael,

I am writing to obtain clarification regarding your OPRA request dated
October 23, 2025, seeking all fire alarm and fire extinguisher invoices
(services, installations, inspections, etc.) from 2019 to the present for
government buildings. (As your OPRA request was sent to several county
offices under several different email addresses, those email addresses are
copied on this response. Please note that you need only send OPRA requests
to [1][email address].)

Please be advised that the request, as written, is overbroad and
extensive, and would require the custodian to conduct research. Under
OPRA, a records custodian is obligated to search for identifiable
government records specifically described in a request; however, the
custodian is not required to research files to determine which records, if
any, might be responsive to a broad or unclear request.

Additionally, due to the potentially large volume of responsive records
and the time and effort required to locate and review them, processing the
request as submitted would cause a substantial disruption to the
operations of this office. In accordance with OPRA, if a request for
access to government records would substantially disrupt agency
operations, the custodian may deny access after informing the requestor of
the potential disruption and attempting to reach a reasonable solution
that accommodates both parties.

To that end, please advise if you wish to narrow the scope of your request
to make it more manageable, and specify any particular buildings,
departments, or a more limited time frame. Thank you for your attention to
this matter. – Marlena
