Dear Plainfield Police Department,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:

All fire alarm and fire extinguisher invoices (Service, Installation, Inspections Etc.) from 2019 to present that were for government buildings

At this time, your request does not identify with sufficient clarity the
specific records being sought. The City of Plainfield maintains multiple
facilities, and not all are equipped with fire alarm systems or have fire
extinguisher service accounts. Processing this request as written would
require the City to research which properties fall within the scope of
“government buildings” and which have the specified systems, which is
beyond the scope of the Open Public Records Act (N.J.S.A. 47:1A-1 et
seq.).

Additionally, please note:

• The City of Plainfield does not maintain records for buildings owned,
leased or operated by Union County, the State of New Jersey, or the
Federal Government (e.g., the U.S. Post Office or state agency
offices).
• The City also does not maintain records for privately owned or leased
properties, even if a City department occupies space within them. In
such cases, any fire protection service invoices would be held by the
property owner or managing entity, not the City.

To proceed, please clarify the following so your request can be properly
processed:

 1. Specify the buildings, facilities, or departments for which you are
requesting invoices and
 2. Confirm which of those buildings have fire alarm systems, fire
extinguishers, or both for which you are seeking invoices.

Please note that the statutory seven (7) business-day response
period under OPRA is paused pending your clarification. Once your response
is received, the City will resume processing the request from that date.
Upon receipt of clarification, the City will identify any responsive
invoices within the scope described and advise of any applicable fees or
exemptions before release.
