We are in receipt of your December 7, 2022 OPRA request. Pursuant to OPRA, a response from Rowan University is normally due within seven (7) business days or December 16, 2022 in this case. However, in this case, you requested:

Shared service agreements between Rowan and the following:
-all Borough of Glassboro entities
- all County of Gloucester entities
-all County of Camden entities
-all City of Camden entities
-all Borough of Stratford entities
- all County of Cumberland entities
-all State of New Jersey entities

Your request did not limit the time frame or provide how you want the records produced. In light of this, I need a clarification as to whether you are requesting every Shared Service Agreement Rowan University has ever had with all of these various entities? Or, are you looking for current agreements or something else (e.g, over the last 5 years)? Depending on the amount of records that you are looking for, there may be charges for the employee time and copying costs incurred to get all the information together. OPRA allows public agencies to impose special service charges whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or when fulfilling a request requires an extraordinary expenditure of time and effort. See N.J.S.A. 47:1A-5.

As stated earlier, you also did not provide the format, such as hard copies, pdf, etc., that you want the Agreements produced to you. Please advise how you want us to produce the records to you. Depending on the format that you choose, there may be additional costs to copy everything.

OPRA mandates that the requestor (you) has the opportunity to review and object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. Once you get back to me, I will get you an estimate of the costs for you to review and approve. Please note that we will not produce any information or begin any work until payment is received. In addition, Rowan may need additional time after receiving your approval and payment to work on your request. If that is the case, I will give you a specific date of when the records will be produced..

Good afternoon,

Please accept this as Rowan’s completed response to your December 7, 2022 OPRA request (below) wherein you sought the Shared Service Agreement between Rowan University and some enumerated public entities for 2022. As you know, OPRA requires a response within seven business days, in this case that is December 16, 2022. This response is being provided on the December 13, 2022, the fourth business day. Attached please find the 5 contracts which fit your request parameters.

I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
