Scaffolding Work without Permit

Copy of permit issued to Sage Day School or Sacred Heart Church for the work being done on the building and the 3 story scaffolding errected?
Why is nothing blocking the scaffolding in case it falls on children walking to and from Midland School?

If there is no permit, were they given a stop work order and told to get one?
