John,
Bernardsville is part of a shared court.  Bedminster is the lead agency of
the shared court.  The salary and any benefits of the Judge are handled by
Bedminster.  You would need to direct your OPRA to Bedminster as
Bernardsville has no existing records pursuant to your request.
