Safety Stick Emails
Dear Town of Dover,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
All email communications between Town Clerk Tara Pettoni and Town Administrator Edward Ramirez that reference, mention, or relate to the “Safety Stick Parking Program” (including variations such as “safety stick,” “parking stick,” or similar terminology), for the time period of March 1, 2026 through April 23, 2026.
This request is limited to emails where either party is the sender or recipient. If available, please include any attachments associated with responsive emails.
To assist in locating responsive records, this request may be satisfied by searching email accounts using relevant keywords such as:
“safety stick,” “parking stick,” “parking program,” or similar terms.
I request that all responsive records be provided in electronic format via email. If any portion of this request is denied, please provide a written explanation citing the specific legal basis for the denial, as required under OPRA.
If the request is deemed unclear or overly broad, please contact me so that I may clarify or narrow the request.

Please be advised, your request requires an additional extension beyond the seven (7) business days to fulfill as I am awaiting legal guidance related to responsive records. See Scheeler v. N.J. Dep’t of Educ., GRC Complaint No. 2014-123 (Feb. 2016) (validating extension under N.J.S.A. 47:1A-5(g) and N.J.S.A. 47:1A-5(i) where custodian provided written response within seven (7) business days and provided specific date when records would be ready). The Town anticipates that records readily identified as responsive to your request, with any necessary redactions, will be available to you by close of business on Tuesday, May 19, 2026.
