Attached please find resolution and contract for 
I-90 - Health and Education - (Pulse Medical Transportation Services with
agreement) Which explains that Pulse Medical Services was awarded a
contract for Emergency Medical Services and the process in which it was
done.
I'm not sure if this answers your request; but while researching another,
I came across this one which is slightly different in title to your
request.
