Dear Lori Fernandez,

A bond ordinance only gives you the authority to bond the money for the truck. Per DCA, the municipality still needs to pass a resolution to authorize the purchase of the vehicle from the HGAC contractor. Is there any supporting documentation or quote from the HGAC contractor?

Dear Lori Fernandez,

Do you have any resolution authorizing to use HGAC in 2019 or prior years? I still believe NJ Public Contracts Law states you must pass a resolution to authorize the purchase in exception to bidding. Would be able to supply the purchase order / invoice / check for this purchase?
