An OPRA request for an e-mail or e-mails shall focus upon the following four (4) characteristics: (1) Content and/or subject matter, (2) Specific date or range of dates, and (3) Sender or (4) Recipient. See, Elcavage v. West Milford Township (Passaic), GRC Complaint No. 2009-07 (April 2010). "While OPRA provides an alternative means of access to government documents not otherwise exempted from its reach, it is not intended as a research tool litigants may use to force government officials to identify and siphon useful information." As you have failed to identify an recipient, sender and a subject matter, the County is unable to conduct a search.
