Please be advised that the County is unable to respond to your request as it is overly broad and in violation of OPRA . MAG Entertainment, LLC v. Division of Alcohol Beverage Control, 375 N.J. Super. 534 (App.Div. 2005). An OPRA request for an e-mail or e-mails shall focus upon the following four (4) characteristics: (1) Content and/or subject matter, (2) Specific date or range of dates, and (3) Sender or (4) Recipient. See, Elcavage v. West Milford Township (Passaic), GRC Complaint No. 2009-07 (April 2010). "While OPRA provides an alternative means of access to government documents not otherwise exempted from its reach, it is not intended as a research tool litigants may use to force government officials to identify and siphon useful information." MAG Entertainment, LLC v. Division of Alcohol Beverage Control, 375 N.J. Super. 534 (App.Div. 2005). As you have failed to identify an recipient, sender and a subject matter, the County is unable to conduct a search.
