Request for Selection and Training Documentation
To Whom It May Concern,
Please accept this correspondence as a formal request for access to government records pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., and the common law right of access. As provided under N.J.S.A. 47:1A-6(f), a requestor is not required to utilize a specific form or software platform for submission; accordingly, this email satisfies all statutory requirements for a valid OPRA request.
For the avoidance of doubt, I affirm the following:
I have not been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States;
I will not use any of the requested materials for a commercial purpose;
I am not seeking these records in connection with any current or anticipated legal proceeding.
I respectfully request access to the following records:
1. The full New Jersey State Police Recruit Training Manual (including binder and all accompanying materials), as provided to recruits at the commencement of training, specifically for the 167th State Police Class.
2. The official New Jersey State Police Training Academy Rules and Regulations — both those generally applicable to all State Troopers and, if available, any version specifically distributed to the 167th State Police Class.
3. The New Jersey State Police Background Investigation Questionnaire used during the selection process for State Trooper candidates.
While I recognize that portions of the requested materials may implicate exemptions under OPRA — particularly those concerning confidential law enforcement methodologies or security protocols (as may pertain to Requests #1 and #2) — it is my understanding that the majority of the requested information pertains to general administrative procedures, instructional frameworks, and non-sensitive operational guidelines. Such content has consistently been deemed subject to public disclosure under both statutory and judicial interpretations of OPRA.
Should any portion of the requested materials be deemed exempt from disclosure, I respectfully request that the non-exempt portions be provided in redacted form, consistent with the legislative directive to ensure maximal transparency and public access under N.J.S.A. 47:1A-1. Moreover, if you determine that any of the requested documents are entirely exempt, please provide a written statement detailing the specific legal basis for such withholding, in accordance with N.J.S.A. 47:1A-5(g).
I am prepared to remit any statutorily authorized duplication fees and would appreciate notification of any such costs in advance of the records being processed.

Step #5 - Submit the request. Upon submitting the request, you will
receive a confirmation number that begins with "W" followed by a series of
numbers.
