Request for EMS report generated by Michael Postorino for the Borough
Dear South River Borough,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
In regards to MTP Group proposal to provide professional and start up services for a Municipal EMS agency to the Borough of South River, the below listed information was to be provided by the MTP group in their report. I am requesting a copy of the report they have generated, which should contain the below information:
1. Comprehensive EMS Evaluation from MTP Group.
2. The "evaluation of current programs" for start up EMS from MTP Group
3. Wage and Benefits Analysis recommendations by MTP Group
4. Property, Facility and vehicle evaluations by MTP group.
5. Loss control program by MTP Group
6. Agency goals and objectives by MTP Group.
7. Agency proposed EMS start up costs given by MTP group to the Borough of South River.
8. List of cost effective EMS Services to improve patient care by MTP Group to the Borough of South River.
9. Recommended staffing levels for start up EMS given by MTP Group.
10 . Recommend training by MTP Group for start up EMS.
11. Request the administrative needs to South River NJ which will allow South River to Transition into Municipal EMS System submitted by MTP Group.
I am also requesting copies of invoices and payments to MTP Group by the Borough of South River including amount of dollars, dates, P.O numbers, Borough Budget code showing where the was money allocated from.

There is only one document responsive to items 1-11, the report from MTP group.
The Borough is still waiting to receive a legal opinion from its attorney as to whether any portion of this document is subject to release under OPRA. Therefore the Borough requires and extension to comply with this request to Jun 14, 2019.

There is no purchase order showing the amount paid by the borough along with the borough budget code as requested? You only have an invoice showing that the borough was billed?
This is the only document.
OPRA allows for the request of documents, not asking questions. Documenta only contain the information they contain. The Borough does not need to create records to provide you with the answers to your questions.

Wow, so he wrote a report for free and didn't take the $17,500 that was approved to be paid to his company in July 2018? I guess it was a favor for his good friend Rubenstein. Afterall, he couldn't have been paid by the borough if the borough didn't generate a purchase order, which would have contained the budget codes used to pay that purchase order.
I guess he makes enough from his Patterson Fire Department retirement and his commissions from Revenue Guard that he doesn't need the borough's money.
I'll be waiting for the determination from your legal team regarding the release of the report.
