Dear Public Records Officer,
Under the authority of the Wisconsin Public Records Law, Wis. Stat. §§ 19.31-19.39, I respectfully request that you first provide me with all possible footage associated with this case.
Incident Case Number: 202305915
However, if there are fees associated with fulfilling the request, I kindly request that you limit the production to only the below-listed body-worn and car-cam recordings.

Under Penalty of N.J.S.A 2C:28-3, I certify that:
1. I Have not been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
2. I, or another person, WILL use the requested government records for a commercial purpose.
3. I AM NOT seeking records in connection with a legal proceeding.
In your response, please identify which specific body-worn camera and dashcam footage are being disclosed, and for any footage not provided, kindly include the name of the officer and a written explanation detailing the legal or administrative grounds for the denial or unavailability.

The Borough of Garwood (“Borough”) records custodian is in receipt of your Open Public Records Act (“OPRA”) request submitted on August 22, 2025. The fourteen-business day deadline to respond to your request is September 12, 2025. As such, the Borough is timely responding to your request in accordance with New Jersey law.

Please be advised that OPRA allows the records custodian to seek extensions of time pursuant to N.J.S.A. 47:1A-5i. The Borough requires an additional two week extension (until September 26, 2025) to compile, review, and produce the potentially responsive documentation in accordance with New Jersey law. The Borough also reserves the right to obtain an additional extension of time if necessary. See, Scheeler v. New Jersey Department of Educ., GRC Complaint No. 2014-123 (2016).
