Dear Merchantville Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

Good Morning Solicitor Higgins,
We received the below OPRA request this past Tuesday for BWC footage
from three UOF incidents the PD was involved in. All three of these
videos involve juveniles, either as the victim or the defendant. Below
is the response I received from you regarding another OPRA request we
previously received which included BWC footage involving minors.
Chief:
Regarding the OPRA request, to the best of my knowledge and belief
N.J.S.A. 2A:4A-60 (no materials, written or recorded, that pertain to
any juvenile matter are to be released and may only be released upon a
court order, subpoena, upon the request of the parent or guardian or if
the juvenile is over the age of 18) does not permit release of juvenile
records upon the conclusion of an investigation, as what happens in
other investigations involving adults. As such, the analysis leading to
the conclusion that these records are not subject to OPRA would be the
same, and the records would not be released unless you receive a "court
order, subpoena, upon the request of the parent or guardian or if the
juvenile is over the age of 18" requesting the release of these
documents.
