Dear Elizabeth City,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:
• Any and all police reports, incident reports, summonses, citations, narratives, and charging documents related to Case No. E25 20323 (Offense Date: 08/27/2025 – Offense: 39:4-50 Operating Under the Influence of Liquor or Drugs; Defendant: Viviana Lipa).
• Any available body-worn camera (BWC) footage, mobile video recordings (MVR/dashcam), or other video/audio recordings associated with this incident.
• Any field sobriety test records, Alcotest/Breathalyzer results, or blood/urine toxicology reports connected to this case.
• Any arrest reports or custody records tied to the above case number.

Please provide these records in electronic format via email.

If access to any portion of these records is denied, please state in writing the specific legal basis for the denial as required by OPRA. If the records are in active use or storage, please provide a written response indicating when they will be available.
