Dear Resident,

This letter is in response to your OPRA request received in this office via email on March 6, 2022 for the following documents:

You request is for copies of the Andover Borough, Andover Township, Hopatcong and Newton monthly decedent residence reports for January 2019 – present.

Although we want to provide you the records you are requesting, they are extensive and possibly consisting of hundreds of documents. They are 36 months in the past and have long ago been archived in storage. Unfortunately, this request will require an extraordinary expenditure of time and effort and a special service charge is warranted pursuant to N.J.S.A. 47:1A-5c for the specific reasons listed below.

Our office has 5 full-time employees, two of whom are less than 30 days in employment and still in training needing constant supervision. We are currently consumed with statutory deadlines as we prepare for an April School Election and a June Primary, plus the required training of over 700 poll workers. On top of the election-related workload, we are facing an office relocation within the next 30 days to accommodate the arrival of new voting equipment, and every moment of our limited spare time is spent packing. Consequently, there are no employees available to fulfill the scope of your OPRA requests.

In an effort to be as cost-conscious as possible, I can utilize seasonal hourly employees for most of this task, then using a full-time staff member to supervise and review the documents prior to scanning.

The process of locating, retrieving, assembling and scanning these documents will take a seasonal employee approximately 9 days working at $13 per hour. ($819.00)

It will also take a staff member approximately 1 day to examine the records requested once they are located. This staff member’s hourly rate is $16.47. ($115.29)

Finally, I estimate it will take the seasonal employee another 1 day to restore and return these records to their original storage place and her hourly rate is $13.00. ($91.00)

This is an estimate and is subject to change. I would notify you as we near the end of 7 days with an update how much was accomplished and an expected final cost to complete,

Other counties have sent the requested documents. Aren't these documents emailed to you by each township so you can update your records each month? I thought they would have been easily accessible via their delivery method to you (which I had guessed was via scans sent by email). Since that is not the case, I will amend the request and see if this is do-able:
