Please accept this electronic request for public records made under OPRA and the common law right of access. I am requesting the winning proposal as well as the scoring/evaluation documents for RFP 25-04, RU Brand Strategy and Positioning. Below please find the requested certifications:
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested: evaluation/scoring documents and the winning proposal for RFP 25-04 RU Brand Strategy and Positioning.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Please accept this as Rowan University’s completed response to your January 22, 2025, OPRA request (below) wherein you sought the "winning proposal as well as the scoring/evaluation documents for RFP 25-04, RU Brand Strategy and Positioning."
The score sheet is attached. Due to the large nature of the winning proposal, it cannot be emailed. Instead, you are being given access to it via File Locker. You should receive a separate email from File Locker with instructions. Unless I hear from you otherwise, it will be assumed that you were able to access the document.
Be aware that File Locker limits the amount of time to you have access to the documents. File Locker will automatically delete the document on February 5, 2025.
The following redactions have been made, to the winning proposal, pursuant N.J.S.A. 47:1A et seq.
1. Signatures (N.J.S.A. 47:1A and Burnett v. Cnty. of Bergen, 198 N.J. 408 (2009))
2. Tax Identification Numbers (N.J.S.A. 47:1A and Burnett v. Cnty. of Bergen, 198 N.J. 408 (2009))
3. Personal Information including individuals’ phone numbers and addresses (N.J.S.A. 47:1A and Burnett v. Cnty. of Bergen, 198 N.J. 408 (2009)).
Please be advised that this response is not being provided under the common law since you did not identify your interest in the requested records. The common law right to access public records depends on three requirements: (I) the records must be common law public documents; (2) the person seeking access must establish an interest in the subject matter of the material; and (3) the citizen's right to access must be balanced against the State's interest in preventing disclosure. Richard Rivera v. Union County Prosecutor's Office, 250 N.J. 124, 143-44 (2022); South Jersey Publishing Co. v. New Jersey Expressway Auth., 124 N.J. 478,487 (1991); Loigman v.
