Dear Howell Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

In accordance with the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I respectfully request access to and copies of the records outlined below.

The Township has stated in a proposed ordinance that it has considered resident input, parking observations, enforcement experience, and field conditions, which collectively demonstrate that street parking in residential districts is frequently overcrowded.

To comprehend and validate the factual basis for this claim, I kindly request the following records for the most recent two (2) years, or for any shorter period relied upon by the Township in support of this ordinance:

1. Resident Input / Complaints:
- All complaints, emails, reports, logs, or communications from residents regarding residential street parking overcrowding, including the dates, locations (street or block), and nature of the complaint.

2. Parking Observations / Studies:
Any parking studies, surveys, counts, observations, reports, spreadsheets, photographs, notes, or analyses documenting on street parking conditions in residential areas.
This includes any street-by-street or neighborhood parking occupancy counts or assessments.

3. Enforcement Experience:
Records showing parking-related enforcement activity in residential zones, including citations, warnings, or summonses issued for parking violations.
Any summaries, reports, or data analyses prepared to assess parking enforcement trends or problem areas.

4. Field Conditions:
Any internal memoranda, reports, emails, notes, or assessments describing “field conditions” related to residential street parking, including documents prepared by Township staff, police, engineers, or consultants.

5. Supporting Documents Used for Ordinance Justification:
Any documents, reports, presentations, or data relied upon, referenced, or reviewed by the Township, governing body, or staff in concluding that residential street parking is “routinely overcrowded.”

If any portion of this request is denied, please identify the specific statutory exemption relied upon and provide the non-exempt portions as required by law.
