SUBJECT: Professional Services RFP Records (2020–Present)
Dear Mansfield Township (Warren):
Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), as amended by P.L. 2024, c.75, I request access to the following government records in the Township’s possession, custody, or control.
RECORDS REQUESTED
Time period: January 1, 2020 to the present
1. All advertisements, public notices, postings, and related proofs of publication or posting soliciting Requests for Proposals (RFPs) for Township professional services procured by RFP, including but not limited to the municipal attorney, in any medium. This includes, if maintained by the Township, newspaper notices, affidavits of publication, tear sheets, publisher confirmations, invoices or receipts for publication, website postings, screenshots, URLs, and any other records evidencing publication or posting.
2. All responses submitted to those RFPs, including proposals, cover letters, pricing or fee forms, certifications, and any attachments or related materials, as maintained by the Township.
This request seeks copies of existing records only and does not seek summaries, explanations, or conclusions.
REQUESTER CERTIFICATIONS (P.L. 2024, c.75)
I certify that:
I am not currently incarcerated and am not serving a sentence for conviction of an indictable offense under the laws of New Jersey, any other state, or the United States; and
I am not requesting these records for sale, resale, solicitation, or any commercial purpose.
FORMAT AND RESPONSE
If available, please provide responsive records electronically (PDF or native electronic format) by email. If any responsive records are not maintained electronically, I request an opportunity to inspect them in person at a mutually convenient time.
If any responsive records have been lawfully destroyed, please provide a written certification of non-existence and identify the department(s) searched. If any records are withheld or redacted, please provide a written explanation citing the specific statutory basis under OPRA for each withholding or redaction.
Please confirm receipt of this request.

Mr. Sosis,
Below please find the link to the records responsive to your OPRA Request
dated 1/23/26. Due to extremely large size of the files, I am sharing the
records via a google drive link. Please advise if you are unable to open
or access the files. I would like to make note of the following:
1. There are no responsive records for the year 2020 – unfortunately this
was before my appointment and therefore can provide no explanation to
the lack of files.
2. There are no responsive records for Public Notices advertising RFP’s
prior to 2022- this was before my appointment and can provide no
explanation for the lack of records.

Dear Township Clerk,
The public records are not accessible as they are posted to Google Drive and not OpraMachine.com. They also require pre-authorization before I can access them through Google Drive. Please make the records available through OpraMachine.com or withouth the requirement of pre-authorization from your office.
These should be public records and accessible to all and regardless of whether they disclose their email address.
