Dear Town of Phillipsburg,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Please provide, in electronic format, all emails, including complete email chains, replies, forwards, attachments, embedded images, and all available sender and recipient information, sent or received between May 27, 2026 and June 5, 2026 by Mayor Randy Piazza, Alex Ibarra, the Business Administrator, the HR Director, or the Town Attorney, concerning Council questions or Council communications about Alex Ibarra’s Town-related duties, compensation, event responsibilities, property ownership, or the use or promotion of 163 South Main Street or 140 South Main Street in connection with Pride Day.
For purposes of this request, please search all locations where responsive email records may be maintained, including inbox, sent, deleted items, trash, archive folders, recoverable/deleted-item folders, email retention or journaling systems, server-side archives, and any municipal email backup, retention, or e-discovery system used by the Town, including Microsoft 365, Google Workspace, Google Vault, or any equivalent system, if applicable.
This request includes any responsive email containing or referring to any of the following words or phrases in connection with Council questions or Council communications:
“pressured”
“intimidated”
“targeted”
“uncomfortable”
“harassment”
“harassed”
“chain of command”
“proper chain of command”
“notify the administration”
“protect the proper chain of command”
“duties”

For clarity, this request is for identifiable communications concerning the subjects and terms listed above. I am not asking the custodian to answer questions, determine intent, conduct legal analysis, or create a new record.
Please preserve all potentially responsive records while this request is pending, including records that may have been deleted from an individual user’s mailbox but remain available through deleted-item recovery, retention, journaling, backup, archive, audit-log, or e-discovery systems.
If any responsive record is withheld or redacted, please identify the record, date, sender, recipient where legally disclosable, and the specific legal basis for the withholding or redaction.
If any portion of this request is considered unclear, overbroad, or requires clarification, please identify the specific portion at issue and process any reasonably separable portion that can be fulfilled.
