1. The complete 2025–2026 Preschool Education Aid (PEA) Provider Budget Planning Workbook for Harborview Child Care Center, as submitted by Perth Amboy Public Schools to the New Jersey Department of Education.
2. Any supporting documentation submitted with or used to develop this provider budget workbook, including but not limited to:
* Budget narratives or justifications
* Salary schedules or staffing cost breakdowns included in the workbook
* Per-pupil allocation calculations specific to Harborview Child Care Center
* Contracts, agreements, or amendments referencing budget allocations tied to this workbook
3. Any communications (emails or memos) between district personnel and Harborview Child Care Center regarding the development, submission, or revision of the 2025–2026 provider budget workbook.

1. The complete 2025–2026 Preschool Education Aid (PEA) Provider Budget
Planning Workbook for Harborview Child Care Center, as submitted by Perth
Amboy Public Schools to the New Jersey Department of Education.
Your request is overly vague and / or unclear and fails to identify with
reasonable clarity the specific government records to which you seek
access. See MAG Entertainment, LLC v. Division Alcoholic Beverage Control,
375 N.J. Super. 534 (App. Div. 2005); Bent v. Stafford Police Dep’t, 381
N.J. Super. 30 (App. Div. 2005). In this regard, the Appellate Division
has held that "[w]hile OPRA provides an alternative means of access to
government documents not otherwise exempted from its reach, it is not
intended as a research tool litigants may use to force government
officials to identify and siphon useful information. Rather, OPRA simply
operates to make identifiable government records ‘readily accessible for
inspection, copying, or examination.’ N.J.S.A. 47:1A-1.” (Emphasis added.)
MAG Entertainment, LLC at 546. The Court further held that "[u]nder OPRA,
agencies are required to disclose only ‘identifiable’ government records
not otherwise exempt ... In short, OPRA does not countenance open-ended
searches of an agency's files." (Emphasis added.) Id. at 549. N.J.S.A.
47:1A-1.1 defines a government record as “…any paper…document…that has
been made, maintained, or kept on file… in the course of official
business.” OPRA does not require public agencies “to identify and siphon
useful information. Rather, OPRA simply operates to make identifiable
government records ‘readily accessible for inspection, copying, or
examination.” MAG Entertainment, LLC v. Division of Alcoholic Beverage
Control, 375 N.J. Super. 534 (App. Div. March 2005). Thus, the requestor
must specifically identify the records sought. Moreover, public agencies
are not required to provide a record that does not exist or to create a
record. N.J.S.A. 47:1A-9; Librizzi v. Township of Verona Police
Department, GRC Complaint No. 2009-213 (August 2010); See also Mag
Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J.

Child Care Center” fails to identify with reasonable clarity the record to
which you seek access, including, but not limited to identifying a date
range and job title.
