Dear Manchester Township,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:

A list of the specialized trainings received by Manchester Township Police Officers (all ranks) from January 2023 to Present Date. In the list, please provide the officer’s name, the training received, the dates of the training, if the officer completed the training, the cost of the training, and where the funds were obtained from to pay for the training (ie training budget, grants, etc.).

This list should only include specialized trainings and not any of the mandatory in-service trainings. Thank you

This request is denied for the following reasons:

N.J.S.A. 47:1A-1.1 states that a "Government record" or "record" means any paper, written or printed book, document, drawing, map, plan, photograph, microfilm, data processed or image processed document, information stored or maintained electronically or by sound-recording or in a similar device, or any copy thereof, that has been made, maintained or kept on file in the course of his or its official business by any officer, commission, agency or authority of the State.

This request is requesting a "list" which has not been made, maintained, and kept on file in the course of official business.

Therefore, they do not fall under the definition of a "government record". This request is now considered closed.

Dear Teri Giercyk,

There should still be some sort of documentation regarding the training officers have received. If necessary I will submit another request; however, I will specify my request now by requesting the Excel Spreadsheet, Word Document, and/or PDF File stored on the department computer of either Captain Vincent Manco, Captain James Komsa, Lt. Albert Vega, and/or Lt. Antonio Ellis containing the previous information requested. I believe this qualifies “data processed or image processed document, information stored or maintained electronically or by sound-recording or in a similar device.” I apologize for the misunderstanding.
