The documents you requested are currently exempt from OPRA and the common law by Executive Order 26 (McGreevy, 2002). Under Executive Order 26, the applications are not public records to any extent until the recruitment is completed. Once the recruitment is completed, the applications for any successful applicant may be public records, subject to certain redactions; applications for unsuccessful applicants remain exempt unless each unsuccessful applicant consents to disclosure.
