I am writing in response to your OPRA request dated February 15, 2022 and
received by the Custodian of Records on February 15, 2022.  This response
is being provided on the 6th business day following receipt of your
request.  
At this time I would like to request clarification on what records are
being requested.  Please advise if you are seeking the following:
1.  All emails between Chester Township Council members, staff, and Chief
Williver between 2016 to present and closed session minutes that involve
the police; 
2.   All emails between Chester Township Council members, staff, and Chief
Williver between 2016 to present and closed session minutes that involve
the PBA;
3.  All emails between Chester Township Council members, staff, and Chief
Williver between 2016 to present and closed session minutes that involve
the shared services with Chester Borough.
Kindly clarify what is meant by the terms 'involve police' and 'involve
the PBA'.  Without that clarification I will not be able to respond to
these portions of your request, as these terms are overly broad and do not
provide me with sufficient information to locate records.
Please be advised that closed session minutes can be made public only if
released for public viewing by the Mayor and Council.
You have requested printed copies of the records. Please be aware that
printed copies will be provided at a charge of 5 cents per page.  In
addition, a special services charge may be applied depending on the scope
of the request.  
Once you have provided clarification as to the scope of the request I will
be able to advise as to the amount of time needed to provide responsive
documents.

Greg,
Thank you for that clarification.  The Township is gathering together
responsive documents.  As you have previously advised that you would like
to be provided with hard copies of responsive documents, I will notify you
of the cost of the copies once the documents have been compiled.
The due date to respond to your request is March 14, which is 7 business
days following receipt of your clarification.  At this time I am
requesting an additional 14 business days, until March 21,  to respond to
your request, due to the large volume of records to be reviewed for
responsiveness to your request.  If any documents are available prior to
that date I will notify you.

Dear Mr. Smith,
I am writing regarding your OPRA request dated February 15, 2022 and
received by the Custodian of Records on February 15, 2022, and to which
you provided a clarification on March 3, 2022.  The 7 business day
deadline to provide a response was March 14.  Chester Township requested
an extension to provide responsive records until March 21 due the large
volume of records to be reviewed.  At this time, I am requesting an
additional extension until April 8 to allow the completion of attorney
review of documents. 
In the interim I have 149 pages of documents responsive to your request. 
You had indicated that you would like  hard copies of these documents. 
The cost, at 5 cents per page, is $7.45.  This may be paid either in cash
or check payable to 'Chester Township'.  If you would like the records
mailed to you, please advise, and I will calculate the additional charge
to mail the documents.
Records may be picked up at the Chester Township Clerk's office, 1 Parker
Road, Chester, NJ during our regular business hours of 9 a.m. to 4:30
p.m., Monday through Friday.
