Police Department Command Staff Personnel, Administrative, and Website Records

Dear Brick Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:
Under the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I request access to the following government records maintained by Brick Township and/or the Brick Township Police Department:
1. Any resignation letters, notices of separation, retirement filings, or similar personnel separation documents submitted by Chief David Forrester, Captain Joseph Forrester, and/or any sworn supervisory personnel of the Brick Township Police Department, dated between April 1, 2026 and April 21, 2026.
2. Any records reflecting changes in employment status for Chief David Forrester and/or Captain Joseph Forrester, including but not limited to administrative leave notices, personnel action forms, suspension notices, or similar documents within the same date range.
3. Any internal affairs case logs, indexes, tracking records, or summary-level reports referencing Chief David Forrester, Captain Joseph Forrester, and/or any sworn supervisory personnel of the Brick Township Police Department during the same date range.
(This request does not seek full investigative files.)
4. Any communications, including emails, sent to or from the Governing Body, Mayor’s Office, Business Administrator, Township Clerk, Police Department command staff, and/or sworn supervisory personnel referencing:
o administrative leave status of Chief David Forrester
o resignation or separation of Chief David Forrester or Captain Joseph Forrester
o appointment or designation of an acting police chief
This request includes only emails where the above-named individuals are the sender, recipient, CC/BCC, or are specifically referenced in the subject line or body of the message.
5. Any internal memoranda, directives, personnel notices, or administrative orders issued within Brick Township or the Police Department regarding the above matters within the same date range.
6. Any department-wide or agency-wide email notifications or announcements concerning the above matters within the same date range.
7. Any public statements, press releases, or official announcements issued regarding the status of Chief David Forrester, Captain Joseph Forrester, or the designation of an acting police chief.
8. Any records, communications, directives, or instructions (including emails, memoranda, or communications with website staff, IT personnel, or third-party vendors) concerning changes, edits, removal, or modification of content on the Brick Township Police Department website, including but not limited to:
o Chief David Forrester’s official biography or personnel profile
o Captain Joseph Forrester’s official biography or personnel profile
o Any historical or “past officers,” “former personnel,” or similar listings reflecting prior sworn members, retirements, or service history
This includes any records reflecting the removal, alteration, restructuring, or discontinuation of public-facing personnel history or archival listings of former officers.
This request seeks finalized records. To the extent any records or portions of records are withheld or redacted, please provide the specific legal exemption relied upon and release all reasonably segregable portions as required under OPRA.
