First you said there was no meeting, now you say there was one but there were no attendees thus no minutes. It is required that all publicly held meetings by government bodies take minutes of the said meetings. So let me get this straight, you had a meeting where nobody at all was in attendance, therefor no minutes were taken? Can you explain that one to me? Our Finance Department has advised that there was no meeting in the Bureau
of Grants Management on April 3rd 2017 that they are aware of. They
believe that you were referring to a Planning & Development meeting.

The Law requires the public body to keep reasonably comprehensible
minutes of all its meetings, showing the time and place, the members
present, the subjects considered, the actions taken, the votes of each
member and any other information required by law to be recorded by
minutes. These minutes are to be made promptly available to the
public.
In addition, the Law requires that a statement be entered into the minutes
at the outset of each meeting indicating (1) that adequate notice has been
provided (specifying the time, date, and manner in which the notice was
provided), or (2) that adequate notice was not provided and an
explanation for the failure of public body to provide adequate notice.

Dear OPRARequest,
If a meeting happened, the law requires that minutes are taken for that said meeting. Before I file a complaint I just want to get your side of the story straight. Are you saying that a meeting took place regarding millions of dollars of grants that no minutes were ever taken on? Are you also claiming that since no members of the public attended the meeting no minutes were needed? Where is the law on that one? That's when minutes are most important, so we can go back and see what happened inside our government.
